Nooooooooooooooooooo!

The Federal Communications Commission (FCC) recently relaxed rules governing the use of electronics onboard aircraft. We can now use our growing collection of electronic gizmos during take-off and landing, not just during the cruise portion of the flight. But, during flight said gizmos still need to be set to “airplane mode” which shuts off a device’s wireless transceiver.

However, the FCC is considering relaxing the rule even further, allowing cell phone use during flight. Thus, many flyers will soon have yet another reason to hate airlines and hate flying. We’ll be able to add loud cell phone conversations to the lengthy list of aviation pain inducers: cramped seating, fidgety kids, screaming babies, business bores, snorers, Microsoft Powerpoint, body odor, non-existent or bad food, and worst of all travelers who still can’t figure out how to buckle the seat belt.

FCC, please don’t do it!

If cellphone calling comes to airplanes, it is likely to be the last call for manners.

The prospect is still down the road a bit, and a good percentage of the population can be counted on to be polite. But etiquette experts who already are fuming over the proliferation of digital rudeness aren’t optimistic.

Jodi R.R. Smith, owner of Mannersmith Etiquette Consulting in Massachusetts, says the biggest problem is forced proximity. It is hard to be discreet when just inches separate passengers. And it isn’t possible to escape.

“If I’m on an airplane, and my seatmate starts making a phone call, there’s not a lot of places I can go,” she says.

Should the Federal Communications Commission allow cellphone calls on airplanes above 10,000 feet, and if the airlines get on board, one solution would be to create yakking and non-yakking sections of aircraft, or designate flights for either the chatty or the taciturn, as airlines used to do for smoking.

Barring such plans, there are four things you should consider before placing a phone call on an airplane, Ms. Smith says:

• Will you disturb those around you?

• Will you be ignoring companions you should be paying attention to?

• Will you be discussing confidential topics?

• Is it an emergency?
The answer to the last question needs to be “Yes,” she says, and even then, make the call brief.

“I find that the vast majority of people will get it,” she says. “It’s just the few that don’t who will make life uncomfortable for the rest of us.”

FCC Chairman Tom Wheeler said last week that there is no technical reason to maintain what has been a long-standing ban.

Airlines are approaching the issue cautiously because many customers have expressed strong feelings against cellphone use.

“I believe fistfights at 39,000 feet would become common place,” says Alan Smith, a frequent flier from El Dorado Hills, Calif. “I would be terrified that some very large fellow, after a few drinks, would beat up a passenger annoying him by using the phone.”

Minneapolis etiquette consultant Gretchen Ditto says cellphone use likely will become commonplace on planes since our expectations have changed about when people should be reachable.

Passengers will feel obliged to answer calls, she says. “It’s going to become more prevalent for returning phone calls, and it’s going to be more annoying to everybody.”

Electronic devices are taking over our lives, says Arden Clise, an etiquette expert in Seattle. We text during romantic dinners, answer email during meetings and shop online during Thanksgiving. Making a call on a plane is only marginally more rude.

“Are we saying that our tools are more important than the people in front of us?” she asks. Even if you don’t know your in-flight neighbor, ask yourself, “Do I want to be that annoying person,” Ms. Clise says.

If airlines decide to allow calls, punching someone’s lights out clearly wouldn’t be the best way to get some peace, says New Jersey etiquette consultant Mary Harris. But tensions often run high during flights, and fights could happen.

If someone is bothering you with a phone call, Ms. Harris advises asking politely for the person to end the conversation.

If that doesn’t work, you’re stuck.

In-flight cellphone calls have been possible in Europe for several years. But U.K. etiquette expert William Hanson says they haven’t caught on.

If you need to make a call, he advises leaving your seat for the area near the lavatory or door. If it is night and the lights are dimmed, “you should not make a call at your seat,” he says.

Calls used to be possible on U.S. flights using Airfone units installed on the planes, but the technology never became popular. When people made calls, they were usually brief, in part because they cost $2 a minute, says Tony Lent, a telecommunication consultant in Detroit who worked on Airfone products in the 1980s.

The situation might be different today. “People were much more prudent about using their mobile phones,” Mr. Lent says. “Nowadays, those social mores are gone.”

Several years ago, when the government considered lifting its cellphone ban, U.S. Rep. Tom Petri co-sponsored the Halting Airplane Noise to Give Us Peace Act of 2008. The bill would have allowed texting and other data applications but banned voice calls. He was motivated by “a sense of courtesy,” he says. The bill was never brought to a vote.

Mr. Petri says he will try again if the FCC allows calls this time around. What if his bill doesn’t pass? “I suppose you can get earplugs,” he says.

Great 21st Century Battles: The Overhead Bin

For flyers, finding adequate space in the overhead bin or under the seat in front, for that increasingly small carry-on item, is one of the most stressful stages of any flight. For airlines, it’s become the next competitive battleground, one that yields significant revenues, at little cost.

So, next time you fly with a dead catfish, kitchen sink or archery set, keep in mind that airlines may want you sitting comfortably, but they want your money much more.

A frosted cake. A 10-gallon hat. A car muffler.

People have crammed all sorts of things — including a kitchen sink — into airplane overhead compartments.

But now the battle of the bins, that preflight scrum over precious carry-on space, has turned into something else for airlines: the business of the bins.

After starting to charge fees for checking baggage, airlines are finding new ways to make money from carry-ons. Overhead compartments, it turns out, are valuable real estate — and these days, they go to the highest bidders.

Using an airline credit card? Come on down. Flying first class? Right this way. Paying an extra fee when you book? It’s your turn. Priority is increasingly given to those who pay.

“There are multiple ways you can improve upon your boarding zone,” said Andy Jacobs, the president of a candy company who travels about twice a month. “As a diamond member on Delta, I never have a problem securing space.”

Many travelers may not realize it, but a seat ticket does not automatically entitle them to overhead space. Once space runs out, passengers must check their luggage at the gate, without paying a fee — and then wait for it at the baggage claim at their destination. Airlines are capitalizing on the fact that many fliers are willing to pay for carry-on convenience.

When Mr. Jacobs is not flying Delta, he relies on credit cards to jump to the front of the boarding line. “Those cards are worth it,” he said. “I actually carry three different airline affinity credit cards.”

He has good reason to get to the front. “As a chocolate salesperson, I need to bring my bags on the plane so the chocolate won’t melt,” he said. “When you’re flying to a major customer and you pick up your bags at baggage claim and your samples are melted, that becomes a pretty big problem.”

As Mr. Jacobs has learned, there is only so much room.

And there is little chance that the free-for-all at check-in will ease soon. Airlines rely increasingly on fees, experts say. In 2012, domestic carriers collectively earned roughly $3.5 billion in checked-bag fees, up from less than half a billion dollars five years earlier, according to the Department of Transportation. Although exact figures are not yet available for early boarding revenue, analysts say it is increasing.

“There is growth there,” said Jay Sorenson, president of the airline consulting firm IdeaWorksCompany. “Airlines will implement more of these fees.”

Brian Easley, a career flight attendant, has watched the competition for overhead space become increasingly acrimonious.

“When someone gets to their row and looks up and sees something’s there, they kind of freak out about it,” he said. “They will throw a fit and they will start screaming at whoever put their stuff in their spot. We’ve had to throw people off the plane just because they refused to walk up a few feet and stick it in another overhead bin.”

People will carry on anything and everything, Mr. Easley said. On one flight to the Dominican Republic, a passenger brought a kitchen sink wrapped in a trash bag. “Luckily, at the time we were flying this particular Airbus that just has a ton of overhead bin space.”

Another time on the same route, a passenger carried on a car muffler. “I think in that case we did put it in a closet, next to a hula hoop someone had brought,” he said.

Robert W. Mann, an airline industry consultant, said that although new planes were designed to accommodate more carry-on bags, “there’s an infinite demand for overhead bin space,” especially as airlines squeeze more people than ever onto planes.

Airlines say they are providing an option travelers want.

“It’s something our customers desire,” said an American Airlines spokesman, Matt Miller. Charlie Hobart, a United Airlines spokesman, said, “We’re always looking for ways to make travel more convenient for our customers.” United let customers pay for priority boarding before its merger with Continental and reintroduced it this year. “Customers did enjoy it when we had it” before the merger, Mr. Hobart said.

A Better Way to Board An Airplane

Frequent fliers the world over may soon find themselves thanking a physicist named Jason Steffen. Back in 2008 he ran some computer simulations to find a more efficient way for travelers to board an airplane. Recent tests inside a mock cabin interior confirmed Steffen’s model to be both faster for the airline and easier for passengers, and best of all less time spent waiting in the aisle and jostling for overhead bin space.

The simulations showed that the best way was to board every other row of window seats on one side of the plane, starting from the back, then do the mirror image on the other side. The remaining window seats on the first side would follow, again starting from the back; then their counterparts on the second side; followed by the same procedure with middle seats and lastly aisles (see illustration).

In Steffen’s computer models, the strategy minimized traffic jams in the aisle and allowed multiple people to stow their luggage simultaneously. “It spread people out along the length of the aisle,” Steffen says. “They’d all put their stuff away and get out of the way at the same time.”

Steffen published his model in the Journal of Air Transport Management in 2008, then went back to his “day job” searching for extrasolar planets. He mostly forgot about the plane study until this May, when he received an email from Jon Hotchkiss, the producer of a new TV show called “This vs That.”

“It’s a show that answers the kinds of scientific questions that come up in people’s everyday life,” Hotchkiss says. He wanted to film an episode addressing the question of the best way to board a plane, and wanted Steffen on board as an expert commentator. Steffen jumped at the chance: “I said, hey, someone wants to test my theory? Sure!”

They, along with 72 volunteers and Hollywood extras, spent a day on a mock plane that has been used in movies such as Kill Bill and Miss Congeniality 2.
