A Case For Less News

I find myself agreeing with columnist Oliver Burkeman over at the Guardian that we need to carefully manage our access to the 24/7 news cycle. Our news media has learned to thrive on hyperbole and sensationalism, which — let’s face it — tends to be mostly negative. This unending and unnerving stream of gloom and doom tends to make us believe that we are surrounded by more badness than there actually is. I have to believe that most of the 7 billion+ personal stories each day that we could be hearing about — however mundane — are likely to not be bad or evil. So, while it may not be wise to switch off cable or satellite news completely, we should consider a more measured, and balanced, approach to the media monster.

A few days before Christmas, feeling rather furtive about it, I went on a media diet: I quietly unsubscribed from, unfollowed or otherwise disconnected from several people and news sources whose output, I’d noticed, did nothing but bring me down. This felt like defeat. I’ve railed against the popular self-help advice that you should “give up reading the news” on the grounds that it’s depressing and distracting: if bad stuff’s happening out there, my reasoning goes, I don’t want to live in an artificial bubble of privilege and positivity; I want to face reality. But at some point during 2015’s relentless awfulness, it became unignorable: the days when I read about another mass shooting, another tale of desperate refugees or anything involving the words “Donald Trump” were the days I’d end up gloomier, tetchier, more attention-scattered. Needless to say, I channelled none of this malaise into making the planet better. I just got grumbly about the world, like a walking embodiment of that bumper-sticker: “Where are we going, and why are we in this handbasket?”

One problem is that merely knowing that the news focuses disproportionately on negative and scary stories doesn’t mean you’ll adjust your emotions accordingly. People like me scorn Trump and the Daily Mail for sowing unwarranted fears. We know that the risk of dying in traffic is vastly greater than from terrorism. We may even know that US gun crime is in dramatic decline, that global economic inequality is decreasing, or that there’s not much evidence that police brutality is on the rise. (We just see more of it, thanks to smartphones.) But, apparently, the part of our minds that knows these facts isn’t the same part that decides whether to feel upbeat or despairing. It’s entirely possible to know things are pretty good, yet feel as if they’re terrible.

This phenomenon has curious parallels with the “busyness epidemic”. Data on leisure time suggests we’re not much busier than we were, yet we feel busier, partly because – for “knowledge workers”, anyway – there’s no limit to the number of emails we can get, the demands that can be made of us, or the hours of the day we can be in touch with the office. Work feels infinite, but our capacities are finite, therefore overwhelm is inevitable. Similarly, technology connects us to more and more of the world’s suffering, of which there’s an essentially infinite amount, until feeling steamrollered by it becomes structurally inevitable – not a sign that life’s getting worse. And the consequences go beyond glumness. They include “compassion fade”, the well-studied effect whereby our urge to help the unfortunate declines as their numbers increase.

How to Get Blazingly Fast Internet

Chattanooga,_TennesseeIt’s rather simple in theory, and only requires two steps. Step 1: Follow the lead of a city like Chattanooga, Tennessee. Step 2: Tell you monopolistic cable company what to do with its cables. Done. Now you have a 1 Gigabit Internet connection — around 50-100 times faster than your mother’s Wifi.

This experiment is fueling a renaissance of sorts in the Southern U.S. city and other metropolitan areas can only look on in awe. It comes as no surprise that the cable oligarchs at Comcast, Time Warner and AT&T are looking for any way to halt the city’s progress into the 21st Century.

Loveman’s department store on Market Street in Chattanooga closed its doors in 1993 after almost a century in business, another victim of a nationwide decline in downtowns that hollowed out so many US towns. Now the opulent building is buzzing again, this time with tech entrepreneurs taking advantage of the fastest internet in the western hemisphere.

Financed by the cash raised from the sale of logistics group Access America, a group of thirty-something local entrepreneurs have set up Lamp Post, an incubator for a new generation of tech companies, in the building. A dozen startups are currently working out of the glitzy downtown office.

“We’re not Silicon Valley. No one will ever replicate that,” says Allan Davis, one of Lamp Post’s partners. “But we don’t need to be and not everyone wants that. The expense, the hassle. You don’t need to be there to create great technology. You can do it here.”

He’s not alone in thinking so. Lamp Post is one of several tech incubators in this mid-sized Tennessee city. Money is flowing in. Chattanooga has gone from close to zero venture capital in 2009 to more than five organized funds with investable capital over $50m in 2014 – not bad for a city of 171,000 people.

The city’s go-getting mayor Andy Berke, a Democrat tipped for higher office, is currently reviewing plans for a city center tech zone specifically designed to meet the needs of its new workforce.

In large part the success is being driven by The Gig. Thanks to an ambitious roll-out by the city’s municipally owned electricity company, EPB, Chattanooga is one of the only places on Earth with internet at speeds as fast as 1 gigabit per second – about 50 times faster than the US average.

The tech buildup comes after more than a decade of reconstruction in Chattanooga that has regenerated the city with a world-class aquarium, 12 miles of river walks along the Tennessee River, an arts district built around the Hunter Museum of American Arts, high-end restaurants and outdoor activities.

But it’s the city’s tech boom has sparked interest from other municipalities across the world. It also comes as the Federal Communications Commission (FCC) prepares to address some of the biggest questions the internet has faced when it returns from the summer break. And while the FCC discusses whether Comcast, the world’s biggest cable company, should take over Time Warner, the US’s second largest cable operator, and whether to allow those companies to set up fast lanes (and therefore slow lanes) for internet traffic, Chattanooga is proof that another path is possible.

It’s a story that is being watched very closely by Big Cable’s critics. “In DC there is often an attitude that the only way to solve our problems is to hand them over to big business. Chattanooga is a reminder that the best solutions are often local and work out better than handing over control to Comcast or AT&T to do whatever they want with us,” said Chris Mitchell, director of community broadband networks at advocacy group the Institute for Local Self-Reliance.

On Friday, the US cable industry called on the FCC to block Chattanooga’s plan to expand, as well as a similar plan for Wilson, North Carolina.

“The success of public broadband is a mixed record, with numerous examples of failures,” USTelecom said in a blog post. “With state taxpayers on the financial hook when a municipal broadband network goes under, it is entirely reasonable for state legislatures to be cautious in limiting or even prohibiting that activity.”

Mayor Berke has dealt with requests for visits from everyone from tiny rural communities to “humungous international cities”. “You don’t see many mid-sized cities that have the kind of activity that we have right now in Chattanooga,” he said. “What the Gig did was change the idea of what our city could be. Mid-sized southern cities are not generally seen as being ahead of the technological curve, the Gig changed that. We now have people coming in looking to us as a leader.”

It’s still early days but there have already been notable successes. In addition to Access America’s sale for an undisclosed sum, last year restaurant booking site OpenTable bought a local company, QuickCue, for $11.5m. “That’s a great example of a story that just doesn’t happen in other mid-sized southern cities,” said Berke.

But it’s what Chattanooga can do next that has the local tech community buzzed.

EPB’s high-speed network came about after it decided to set up a smart electric grid in order to cut power outages. EPB estimated it would take 10 years to build the system and raised a $170m through a municipal bond to pay for it. In 2009 president Barack Obama launched the American Recovery and Reinvestment Act, a stimulus programme aimed at getting the US economy back on track amid the devastation of the recession. EPB was awarded $111m to get its smart grid up and running. Less than three years later the whole service territory was built.

The fibre-optic network uses IntelliRupter PulseClosers, made by S&C Electric, that can reroute power during outages. The University of California at Berkeley estimates that power outages cost the US economy $80bn a year through business disruption with manufacturers stopping their lines and restaurants closing. Chattanooga’s share of that loss was about $100m, EPB estimates. The smart grid can detect a fault in milliseconds and route power around problems. Since the system was installed the duration of power outages has been cut in half.

But it was the other uses of that fiber that fired up enthusiasm in Chattanooga. “When we first started talking about this and the uses of the smart grid we would say to customers and community groups ‘Oh and it can also offer very high-speed internet, TV and phone.’ The electric power stuff was no longer of interest. This is what what people got excited about and it’s the same today,” said EPB vice president Danna Bailey.

Good, Old-Fashioned Spying

The spied-upon — and that’s most of us — must wonder how the spymasters of the NSA eavesdrop on their electronic communications. After all, we are led to believe that the agency with a voracious appetite for our personal data — phone records, financial transactions, travel reservations, texts and email conversations — gathered it all without permission. And, apparently, companies such as Google, Yahoo and AT&T with vast data centers and sprawling interconnections between them, did not collude with the government.

So, there is growing speculation that the agency tapped into the physical cables that make up the very backbone of the Internet. It brings a whole new meaning to the phrase World Wide Web.

The recent revelation that the National Security Agency was able to eavesdrop on the communications of Google and Yahoo users without breaking into either companies’ data centers sounded like something pulled from a Robert Ludlum spy thriller.

How on earth, the companies asked, did the N.S.A. get their data without them knowing about it?

The most likely answer is a modern spin on a century-old eavesdropping tradition.

People knowledgeable about Google and Yahoo’s infrastructure say they believe that government spies bypassed the big Internet companies and hit them at a weak spot — the fiber-optic cables that connect data centers around the world that are owned by companies like Verizon Communications, the BT Group, the Vodafone Group and Level 3 Communications. In particular, fingers have been pointed at Level 3, the world’s largest so-called Internet backbone provider, whose cables are used by Google and Yahoo.

The Internet companies’ data centers are locked down with full-time security and state-of-the-art surveillance, including heat sensors and iris scanners. But between the data centers — on Level 3’s fiber-optic cables that connected those massive computer farms — information was unencrypted and an easier target for government intercept efforts, according to three people with knowledge of Google’s and Yahoo’s systems who spoke on the condition of anonymity.

It is impossible to say for certain how the N.S.A. managed to get Google and Yahoo’s data without the companies’ knowledge. But both companies, in response to concerns over those vulnerabilities, recently said they were now encrypting data that runs on the cables between their data centers. Microsoft is considering a similar move.

“Everyone was so focused on the N.S.A. secretly getting access to the front door that there was an assumption they weren’t going behind the companies’ backs and tapping data through the back door, too,” said Kevin Werbach, an associate professor at the Wharton School.

Data transmission lines have a long history of being tapped.

As far back as the days of the telegraph, spy agencies have located their operations in proximity to communications companies. Indeed, before the advent of the Internet, the N.S.A. and its predecessors for decades operated listening posts next to the long-distance lines of phone companies to monitor all international voice traffic.

Beginning in the 1960s, a spy operation code-named Echelon targeted the Soviet Union and its allies’ voice, fax and data traffic via satellite, microwave and fiber-optic cables.

In the 1990s, the emergence of the Internet both complicated the task of the intelligence agencies and presented powerful new spying opportunities based on the ability to process vast amounts of computer data.

In 2002, John M. Poindexter, former national security adviser under President Ronald Reagan, proposed the Total Information Awareness plan, an effort to scan the world’s electronic information — including phone calls, emails and financial and travel records. That effort was scrapped in 2003 after a public outcry over potential privacy violations.

The technologies Mr. Poindexter proposed are similar to what became reality years later in N.S.A. surveillance programs like Prism and Bullrun.

The Internet effectively mingled domestic and international communications, erasing the bright line that had been erected to protect against domestic surveillance. Although the Internet is designed to be a highly decentralized system, in practice a small group of backbone providers carry almost all of the network’s data.

The consequences of the centralization and its value for surveillance was revealed in 2006 by Mark Klein, an AT&T technician who described an N.S.A. listening post inside a room at an AT&T switching facility.

The agency was capturing a copy of all the data passing over the telecommunications links and then filtering it in AT&T facilities that housed systems that were able to filter data packets at high speed.

Documents taken by Edward J. Snowden and reported by The Washington Post indicate that, seven years after Mr. Klein first described the N.S.A.’s surveillance technologies, they have been refined and modernized.

Global Interconnectedness: Submarine Cables

Apparently only 1 percent of global internet traffic is transmitted via satellite or terrestrially-based radio frequency. The remaining 99 percent is still carried via cable – fiber optic and copper. Much of this cable is strewn for many thousands of miles across the seabeds of our deepest oceans.
